1. Children (Scotland) Act 1995 Regulations & Guidance Vol 1 The first of four volumes of Regulation & Guidance relating to the Children (Scotland) Act 1995 covers matters relevant to the protection of children and young people. 2. It's Everyone's Job to Make Sure I'm Alright: Report of the Child Protection Audit & Review The National Audit & Review conducted in 2002 led directly to the establishment of the Scottish Executive's Child Protection Reform Programme in 2003. The social policy focus given to the protection of children and young people as a result of this meant that 'It's Everyone's Job ....' was a seminal piece of work. Anyone wishing to understand how thinking about child protection in Scotland was shaped in the early part of the 21st century should read this report. 3. Protecting Children & Young People: Charter This is a pledge given to children and young people by the Scottish Executive on behalf of all welfare agencies and professionals. It sets out what expectations children should have when they are in need of help and support. 4. Protecting Children & Young People: Framework for Standards Is the translation of the commitments made in the Charter into practice. The Framework sets out what each child in Scotland can expect from professionals and agencies to ensure that they are adequately protected and their needs are met. 5. How Well are Children and Young People Protected and Their Needs Met - Quality Indicators This document is designed to help to evaluate the quality of services to protect children and young people in Scotland. It outlines an approach to self-evaluation which can be used by senior managers, operational managers or practitioners who work directly with children, young people and families.
6. What to do if you have Concerns This leaflet gives advise to people about what to do if they are concerned about a child or a young person. The 'hard copy' versions which are available in public buildings in Dundee contain local telephone contact numbers. 7. Protecting Children & Young People - Child Protection Committees The child protection reform programme resulted in Scottish Ministers producing guidance for Child Protection Committees. Although called guidance, the document is directive. It sets out what the functions of a Committee should be and where accountability for services rests. In Dundee, the Committee is the Dundee Children & Young Persons Protection Committee. 8. Safe & Well: A Handbook for Staff, Schools and Education Authorities. Produced under the auspices of the child protection reform programme, Safe & Well is a comprehensive document designed to provide a benchmark for education authorities. It provides information and guidance for all education staff to ensure awareness of children's needs, and covers the practice and procedures to be followed when there are concerns about children's safety and wellbeing. 9. Sharing Information about Children at Risk - A Guide to Good Practice Sharing Information across professional boundaries is one of the most challenging areas of practice. This short (15 page) guide is a succinct, yet perfectly clear, setting out of what it is professional can, cannot do and should be doing. 10. Guidance on interviewing Child Witnesses in Scotland The guidance focuses primarily on practices used by police and social work for gathering information and evidence during the investigative phase of criminal cases, with the aim of improving the quality of investigative interviewing. It also contains good practice for any organisation involved in interviewing children, whether it be part of a criminal or civil case or in other circumstances. 11. Code of Practice to Facilitate the Provision of Therapeutic Support to Child Witnesses in Court Proceedings This code of practice aims to provide guidance on how therapeutic support can be provided to child witnesses in ways that avoid the risk of contaminating the evidence and to establish best practice guidelines which can be implemented consistently throughout Scotland.
12. Dundee's Sexual Exploitation Protocol Dundee was one of the first areas in Scotland to recognise the unique and complex issues involved in young people being at risk of sexual exploitation. The protocol provides support for those professionals who work with young people at risk. 13. NHS Tayside Unborn Baby Protocol When there reasons to be concerned that a baby, once born, may be at risk, it is important that information is shared quickly and effectively. The Unborn Baby protocol provides a framework for gathering and sharing information.
14. Getting Our Priorities Right for C & YP in Dundee The issues faced by children affected by parental/carer substance misuse are significant. This document, informed by the national 'Getting our Priorities Right' provides practice advice and guidance for those working with such families. 15. Getting Our Priorities Right (GOPR) The national drugs strategy calls for agencies to assess the needs of children of drug misusing parents, and provide services to safeguard their welfare. This document is designed to help them do that and is for every professional in every relevant agency. This report was commissioned by the UK Government. The Inquiry focused on the children in the UK with a parent, parents or other guardian whose drug use has serious negative consequences for themselves and those around them.
17. Report of the Caleb Ness Inquiry Edinburgh & The Lothians Child Protection Committee appointed Susan O'Brien QC to conduct an review into the case of Caleb Ness. Caleb died on 18th October 2001, aged 11 weeks. His father, Alexander Ness, was convicted of culpable homicide. 18. Danielle Reid: Independent Review Into the Circumstances Surrounding Her Death Highland Child Protection Committee appointed Dr Jean Herbison to conduct an inquiry into the circumstances of the death of Danielle, who was murdered in November 2002. Danielle was 5 years old. 19. An Inspection into the Care and Protection of Children in Eilean Siar In October 2003 13 adults were arrested in relation to the alleged abuse of three children. Nine adults were subsequently charged. In July 2004 the Crown Office announced that it was not proceeding with the case against any of the individuals charged. In the same month Comhairle nan Eilean Siar (CNES) invited the Social Work Services Inspectorate (SWSI) to undertake an independent review of their involvement in providing services to two families. 20. Child Review Report intoThe Life and Death of Carla Nicole Bone The North-East of Scotland Child Protectiopn Committee appointed Anne Black and Anne Burgahm to conduct a review to establish the facts about the individual and multi-agency contact with Carla Nicole. Carla was 13months old when she died on 13th May 2003. Her mother's partner was convicted of her murder. 21. The Bichard Inquiry Report Following the conviction of Ian Huntley, in December 2003, for the murders of Jessica Chapman and Holly Wells, the Home secretary asked Sir Michael Bichard to lead an inquiry into child protection measures, record keeping, vetting and information sharing in the areas where Huntley lived and worked. The Home Secretary and Secretary of State for Health appointed Lord Laming to conduct an independent inquiry following the death of Victoria, and to make recommendations as to how such an event might, as far as possible, be avoided in the future. Victoria died on 25th February 2000. She was 8 years old. Victoria's great-aunt, Marie-Therese Kouao, and Carl John Manning were convicted of her murder on 12th January 2001.
